PROGRAM ANALYST (TITLE 5)

As a PROGRAM ANALYST (TITLE 5), GS-0343-9, you will conduct studies of work processes and procedures. Identifies problems, reviews production standards, and makes tentative recommendations for problem resolution. Independently evaluate the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Review reports and studies to ensure that user requirements are met and appropriate rules and regulations are utilized. Evaluate unit and organizational effectiveness. Develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. Plan, coordinate, and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. AREA OF CONSIDERATION:
This position is in the Exceptive Service under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency. Tenure can be located in block 24 on your latest SF 50. Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. SPECIALIZED
Experience:
GS-09 must at least one year experience at the GS-07 level, in the normal line of progression through federal service or equivalent experience in the private or public sector that provided you with a working knowledge on the organizational structures, functions, procedures, and techniques. as well as experience analyzing, interpreting and developing policies and procedures of local logistical program management. OR 2 full years of progressively higher level graduate education leading to such a degree or LL. B or J.D., if related Ph.D. or equivalent doctoral degree -OR- A combination of experience and education as described above that equates to the required experience. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
