FACILITY OPERATIONS SPECIALIST (TITLE 5)

As a FACILITY OPERATIONS SPECIALIST (TITLE 5), GS-1640-11, you will receive verify and coordinate approval of all initial ARNG requests for construction and maintenance/repair projects. Provides technical guidance in development of program documents and informational data to support the total construction program, which includes the development of program scope documents. Develop planning documents to determine general characteristics of projects by applying technical criteria outlined in related National Guard Bureau (NGB) publications and regulations. Ensure that work orders are prepared and priorities determined to track planning and progress through to project completion. Prepare project estimates to include manpower and material costs.Investigates construction and maintenance requests to determine propriety. Determine the initial scope of minor and recurring construction projects through coordination and consultation with using agencies. Identifies and/or recommends appropriate funding sources. Review and processe programming documents to include project booklets, initial cost estimates for construction, maintenance, or repair of facilities. AREA OF CONSIDERATION:
This position is in the Exceptive Service under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency. Tenure can be located in block 24 on your latest SF 50. PCS:
Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. SPECIALIZED
Experience:
GS-11 requires at least 12 months at the GS-09 level in the normal line of progression through federal service or equivalent experience in the private or public sector that provided you with a working knowledge on the state National Guard structures, functions, procedures, and techniques; as well as experience applying concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan, experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness of Army National Guard. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree; LL.M., if related OR A combination of experience and education as described above that equates to the required experience? The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
